You saw the ad.  Did it indicate packaged?  A picture of most of the things sold in the food industry do not accurately represent the item.  Armed with that knowledge and experience I had no expectation of finding the steak in a package, I only saw and read what Hy-Vee advertised, sirloin steak @ $3.99 a pound. 

At the same time another store advertised sirloin at $4.99, guess what, they cut and wrap the $4.99 a pound steak.  Their picture shows a beautifully grilled sirloin,  I didn't go there expecting a grilled sirloin though any more than I expected a prepackaged sirloin at Hy-Vee.

Look at your hamburger from any of the major fast food chains and compare it to the one you get, or look at your pizza from many pizza joints and tell me yours is covered with meat as in the pictures.

Once again, I said my error.  I should have stuck with one of the places that cut meat in front of you and happily package it in sizes and quantities you request.
