Subject: Will all these ear shoots fill ?

I planted this Syngenta N27P 90 day corn April 23 in 36 inch rows to be harvested for early silage. Several stalk counts show 25,000 avg. population. Has had 350 lbs 37-0-0-8 plus 30 gal/acre 30% N for total N of 225 lbs. /acre. Adequate rainfall so far. There are two ear shoots on every stalk. Will all these ear shoots fill or only one ? As stalks are short, if most of them fill there is going to be some very corny silage!
