Assuming this is fallow after wheat or other early harvested crop?
Going to beans some mix of Millet, winter cereal (Rye, Barley, Triticale, Oats) with Radish, Sunflower, Phacelia, maybe flax and buckwheat. Could include some Sunn Hemp or Cow pea, but I would keep it very low, 3 to 5% of the mix just for diversity and beneficial insects. If you need to conserve moisture keep the overall rate lower, in the 25-30lb/A range.

I was typing when you posted your mix- looks like a good one.

I do not see a need to plant the soybeans across the rows.
