I'd say a .223 for sure on the caliber. That said I've killed more rockchucks (similar to a groundhog, just a little bigger) with a .17 hmr than anything. They aren't so loud and the dumb ones don't get scared off as quick so you can wack more in a sitting. They are accurate to 150 yards or so.

My favorite bolt guns are CZ's. I just added a .223 to my .17 hmr. They are very nice rifles. Otherwise I'd look for an older Remington 700, I bought a nice varmint/target version a while back that had hardly been shot for $400. If you want new and cheaper, get a Savage. Just not the walmart version, get one with the accutrigger.
