You should have 4 wires:

Hot.

Hot.

Neutral.

Ground.

None should be bonded or crossed from one lug to another at the tub. They are 4 seperate wires with different jobs to do.

The neutral and ground are different, and in today's code should both be run to your meter box without crossing. That is the only place they will be bonded, once only at the main entrance.

In your tub box, they stay seperate.

Don't know of that matters to your issue, but its wrong to connect them at the tub.
