Subject: putting 28% on growing covers

NW Oklahoma
I got the soil sample back from midwest labs and it said that I had 15 # of nitrogen. I would like to add 10 gallons of 28% with streamer bars. I will be grazing this probably middle of july. But I am worried about nitrates. I got cowpeas, mung bean, sunhemp, grazing corn, pearl millet, sorghum, radish, okra, sunflower and buckwheat. What's yall thoughts, leave well enough alone or add some 28%. TIA
