They are buffer cars. If it's ethanol, it only requires one, if it's a mixed bag of cars it's got a different set of rules. If one on each end, it could be going to or coming from a location where they don't turn the train around on a loop, they may just unhook from one end and drive the engine around and hook to the other end to go back the other direction.
