Subject: JD 1790 Soybean Pop lower than target rate?

IN
My pop average is always about 3000 seeds less than my target rate in soybeans. Run a 2013 1790 with hydraulic drives on 15" rows. Had a ground driven planter last year that acted the same way. Is this the norm with this planter in beans?

Then what really has my head spinning is when I look at my 'as applied map' on My John Deere.
