It says thin to 1-2" on the package I'm looking at. Definitely do that if not already.
They are using the seed tape, those are prespaced so you don't have to thin them in my experience.
Check the date, sometimes the stores hold old stock till next year to not lose the money on them. Radish seed usually lasts fine but maybe your soil is not right, though they tolerate a wide range of pH, they do like loose soil. If you have pretty heavy soil mix some sand in your radish section and that may help.
If you think you have a fertility problem you could do a couple soil tests or just get some 10-10-10 from your local farmstore and give it a boost.
