I don't see how anything grows on so little water.
We average 50" a year here and have to irrigate to make the best yields.
Lot of dryland still here but it can't be countered on to make much.
We've had some single rain events that exceeded your years totals on your dry years.

A little farther north, but none the less our rainfall si a far cry from many states precipitation averages.
