Tillage has its place as well as it has issues that go along with it. There gets a point where tillage becomes recreational for some people.

Notill has its place and also has problems that goes along with it. Sometimes a tillage pass fixes problems.

Notill with covers is another can of worms as it fixes some of the issues notill has and improves other things too, but it's not without faults either.

So there's no perfect method every year.

I've got ground that was fall chiseled and plan to chisel some this fall. Ive got ground that is plane old notill. I've got ground that will be planted green into. I've got ground that I'm gonna plant green into and terminate the cover later with the brush cutter once the beans are up as a trial.

So it's best to look at all the systems and know their strong points and their weak points and how to use those to benefit your farm. Notill keeps soil in place, covers stimulate biology and cycle nutrients, and tillage can get nutrients deeper and eliminate some compaction.
