Just a thought- I own 3 mixers and every one had sat for a time before I bought them. Every one did just what you are describing until I had used it for a while. Even though the cones didn't look too rusty or rough it took some time to get them really polished up. I think the mixing will improve in time. As was stated above, you might try putting some shelled corn in and letting it mix- the longer the better.
