Cost efficient? I don't know but dad has Andersen casement windows from 40 years ago in his house and they are still good! We get a lot of dust storms and they keep the dust out.
Vinyl casement windows are a cheaper alternative.
For the best windows you can get some Europeans (German) windows that are LEEDs? certified.
