There is also a dam on the property probably a old nrd structure if I had to guess is that deductible
If it was paid for by the NRD probably not. If it was cost share then probably yes for the portion of cost share. Kind of a gray area. Consult your tax advisor.
Edit: If it is an NRD structure there should be an easement attached to the property.
