Might but I dought the economics of it. People say everyone will get rich growing it but for some reason, that doesn't happen in the multitude of countries where you can grow it today. Hemp oil with the newer, small varieties certainly could be done but the market is pretty small.

Fiber is really problematic. Bulky, difficult to transport any significant distance. Getting it to dry down and roll into a bale to keep isn't easy.

Fiber also requires someone to make a big investment in an industrial plant. I frankly do not see it happening.

No reason to outlaw growing it. In this day and age, it will pretty well accomplish it on its own.
