One answer to your question could be:  Cutting the sack (even if done improperly) will not cause bleeding to death, regardless if banding or cutting.   But the next step, removing the exposed nut could cause bleeding to death if done improperly.  Pretty big artery pumping out on a 900 pounder!  You know how to do that nut removal properly but others do not... And the next morning they have an 890 pound dead steer.  Bummer.
