it can be done with atu. know a local guy that made strips using ezsteer with rtk. it will not react as quickly as integrated. I think if they wanted 4500 to install I would be installing it myself. its hard to believe that the integrated equipment is only 2500 more than the atu, if that is because your putting it on a guidance ready tractor than it would be a no brainer for me but with that kind of labor in the bid someone is getting rich quick. so yes it can be done, weather you will like it or not, no one will be able to tell you that.
