I am guessing your enable valves are stuck open. Take the big nuts off the end of the cartridge (not the blue ones the silver ones) then press steer left or right and they should both magnetise ie turn into a magnet. If they don't it is wiring. If they do take the cartridges out the o rings on the bottom may be broken or the cartridges may be stuck.
