Fountain County | Yes you will need to have internet there all year if you plan to control the thermostat remotely and use the camera when you aren't there.
The thermostat will connect to your furnace & A/C unit on its own because several thermostats and furnaces communicate wirelessly with their own synced circuit boards. To be able to use the Nest app on your smartphone (assuming you have one), however, will require Wi-Fi in the house with this Nest thermostat which in turn means a full time internet connection.
As with the camera. You could have it record to a hard drive on site and give the authorities access to it if something were to happen, but to be able to see what's going on there while you are at your 10 month residence, you will need an internet connection.
