Ubiquiti has some new products out that are weatherproof and designed for what your doing.  Their new EdgePoint ER6 accepts POE power OR 24V power directly from a power supply.  It also has 4 POE output ports for powering radios or cameras.  You wouldn't need much of an enclosure then.  Just a box small enough to put a POE power supply in to keep it dry.  If you do this at the top of the bin (if you have power up there already) you don't have much to install.
