I'm reminded of Abe Lincoln's comment that most people are about as happy as they make up their minds to be.
If you want something to happen, make it happen.
If you want some activities, organize them.
If you want a friend, be one.
Maybe she needs to be the person who volunteers to be at the senior center and keep the doors open. Those kind of places don't normally operate with all paid staff, but a bevy of volunteers.
