From EPA's Executive Summary:

"Our final rule includes volumes of renewable fuel that will require either ethanol use at levels significantly beyond the level of the E10 blendwall, or significantly greater use of non-ethanol renewable fuels, such as biodiesel and renewable diesel, than has occurred to date, depending on how the market responds to the standards we set. "

EPA is unclear in how they compute 2016 ethanol final volume requirements. Perhaps that can be computed from data in the executive summary Table 1-1 (Final Volume Requirements) by subtracting 1st 3 rows from row 4? If so, then 2016 ethanol Final Volume Requirement would be 12.37 billion gallons. That would be an increase of about 0.173 billion gallons from 2015 ethanol Final Volume Requirement, or about 1.4 %.
