Every gallon of ethanol that gets produced receives a rin ( think of it like a serial number). The rins are a way to keep track of the fuel and how much was used. I think there was about 2 billion gallons of extra ethanol that got used in 14 and 15 so there are still about 2 billion extra rins that can be used to meet the mandate for next year. I am not sure if I worded that so anyone can understand it but the basic answer to your question is yes. They can used the extra gallons that got used in 14 and 15 to meet the compliance in the future.
