Articles will read that they bumped up the requirements for Ethanol, but if you look the majority of the increase was in cellulosic, Which to some is a industry that isn't up to snuff to produce. The corn based ethanol is more than capable of producing large amounts, and perhaps should of got more of a increase.

Edit: and I shouldn't say majority of the increase either, as one is in Millions and the others are Billions, but from quick glance some people will see the big up tick in cellulosic and think it should be other fuels that are further ahead, like bio diesel and corn based ethanol
