You may have 2 different issues. We have an old OLD Bush Hog 5 ft. mower that the shaft and yoke are both so warn it flops when you turn it.  It has a 5/16 bolt through the middle you need to replace after an hour or two because it breaks.  I'd fix it it but this way I have an excuse not to use it.

Out 15 foot Bush Hog has tapered bolts that look like you describe. Looks like #7, nut on one side, looks kind of like the bolt is broken off on the other.

If that's what you have it's supposed to look like that, just tighten them up. But it may have a regular bolt (or with my luck a fine thread metric only available from the manufacturer).
