Is this a Bureau of Reclamation project or a local water district? Either way there should be records showing where they can run the excess water. They either had right of ways for diversion or they don't. There should be maps showing one way or another. If they can't produce a map showing they have a diversion on your land then they will have to do something different.
I have seen instances where a diversion was started back 30-40 years ago and with changes in management no one questioned it and it was just assumed that since water was always diverted at a location there must have been plans for that. I have seen where that is not always true.
I'd say do some more digging for records.
