Dayton, OH | Little late to the party, but I've got a few ideas:
Rather than trying to read a current sensor and trip something, use a current sensing relay:

Then attach that to a timer relay and you've got what you need. The ethernet part is a little more complicated but at least you won't have to do any fancy current transformation.
