Brassicas may not make it up. If they do then they may not make it down. I would suggest a visit to www.soilcursebuster.com to see tillage made for covercrop enthusiasts. The green on top is probably less than half of the action you want to achieve. When I see a turnip sitting in 1-2" of soil or a radish sticking up out the ground 4 or more inches I know this was a lot of trouble and money for the minimal effect.
