My advice is if the soil has some moisture just wait a week to 10 days. If the ground does not crust you or get a heavy rain most of the seed will germ. Rape at 3 inches deep may be in trouble but most of the seed should be shallower.
Its a cover crop. If you do not get 100% emergence so what. In my book any covers are better than none.
