When we time belts would just losen chain tension and work the links around the drive gear until the spacing between the chains is the same. I found if the rubber on the chains is not stiff and is starting to get week that will affect performance worse then chains being out of time. Also when the chain rubber is new and stiff they will be less likely to get out of time.
