West Texas | Call the Texas Railroad Commission and see what can be done. I have dealt with them in the past and they seemed to take quick action on violations. Also, check your easement agreement there might be some language in there that says the lines must be maintained below plow depth. We place that in all of our pipeline contracts and it will give some legal standing.
I know eminent domain comes into play here but before the company tries to dig another pipeline on your land put in the agreement that the other lines have to be reburied. Might not work but with a good lawyer you can at least give that a shot.
If it is a gas line there might be laws on the books that can help as well. Keep calling 811 if you hit the line without calling they can come after you for damages. If you call and they do nothing you have a shot at getting damages (might be a long shot).
