We were probably using it as soon as anyone was in performance applications but on race motors we flush everything in the fuel system to stop the damage. Leno has never changed his opinion on the fuel since it first got mandated as well as others in classic car circles. Last I knew all of his stuff gets stored with a ethanol free av gas which we used to do as well until the local airport ran us off due to a fuel tax audit by the state
I started using blends probably 20 years ago up to 40% in many different applications including 2 old tractors and a 1976 Chevy straight truck with a 427. Honestly never had an issue then or since.....this is blending on my farm in MY tanks. And I certainly wouldn't store it with av gas. We now run E30 in several vehicles, small engines, etc., and E85 in a pickup and 2 race cars. Never had to "flush everything in the fuel system" either.
As far as Leno goes, he always has been a good comedian.
