Madison Co. Virginia | Put in your own meter and supply the existing well off of that. If the house uses 400 gallons a day, and has a 1 horse pump producing 10 gpm, it will cost you about $30 dollars a year to pay their water bill. Small change for piece of mind.
If the house depends on a sump pump for the septic, than this would not be a good idea, since the well pump would be energized but the sump might not be if they couldn't pay their electric bill.
Edit to add: The thought of having a rental house with no power would scare me. I think you would learn more about how to replace frozen burst pipes than you wanted to know.
Could you write into future rental contracts a clause saying that failure to maintain water and electric service would immediately result in a 30-day eviction notice?
