You need to grind the mortar back with an angle grinder and repoint it with real mortar. The grinding part can be messy, but it isn't that hard of a job. Get a few cheap grinders and get a few people going at once and you can do it pretty quick. The new mortar will last for another 50+ years.

Do the entire wall. I expect one wall is more weathered than the rest?
