| I had not seen the mobile layout option before but was able to replicate it by changing my settings on the Kindle Fire from automatic to mobile view. You probably have your Fire set to mobile view but I have always had mine set to automatic (optimize for each website). Evidently you need to be in the desktop layout for the zoom to function as when I'm in the mobile layout setting I'm not able to drag to zoom either.
