Had a customer 2 years ago build 2 new bins, by the road. This road has an overhead power line on the side the bins were to be built. Not sure on the cost, but the electric co-op buried the primary from pole to pole to meet the clearances required. They also put in a new pole to the West of the bin site, to get the clearance needed, without going extra distance to the next existing pole.

Was probably 6 years, or so, ago had another customer with a different power company. Had overhead lines coming in to the transformer pole that was too near his bins. This service fed the whole farmstead (house, bins, shop, shed). It had been this way for YEARS, and the power co. notified him out of the blue that he needed to correct it. We ended up helping to rework his service distribution panel, and trenching in an underground feed from the new transformer pole out by the road.

Yes there are regulations, and think it's been relatively recent (within 10 years) that they've been updated. Don't know when they were changed, or what they are set at, since I don't work on that side of the transformer. I do know the setback required depends on the height of the new building.

This is in Champaign and Douglas Counties, IL.
