I'm just hopeless trying to describe things. Others tho are pretty good, and with this info so eone should be able to get you on the right track.
I believe you are using Apache Open Office with that version #? I suspect a slight incompatibility with whatever the document was created with by the firms submitting the bids.
You could even send your document file to this online reader, see if it opens there.
