Subject: D17 Front Pump Trouble?

My D17 with front pump can barely pick it's own loader up. Just put it together this spring and pump/valve block is used but was assumed to function. Put a gauge on the valve block and it spikes to about 800 psi before slowly dropping back to 500 and holds there, all while I have the valve in "pressure". Prince shows 2 pressure relief valves, one set at 1,000 with a 500-1500 range, and one set at 2,000 with a 1500-2500 psi range. I can't see how to test the pump itself as deadheading the pump at a gauge will only grenade the gauge or pump, right? The drop under pressure makes me think the pump is bad, but the low pressure to start with makes me think the relief is the low pressure one, or just bad. Any thoughts?
