Looks like normal growth of brace rooting to me.

" The original roots are about 4 inches above new roots. " ???????? I think you have that backwards.
The first ( original ) set of brace roots are the purple colored ones at or just above soil surface. The uppermost rooting is the newer second set growing from the next node up on the stalk. They should continue growing to reach the soil to provide stalk stability and gather some water and nutrients. I have occasionally seen brace rooting nearly 12 inches above soil surface which would be from the next node above where yours are showing.

The slimy stuff is just part of its growth process.
