Start windows task manager

Under the application tab see if something funny is running there ?

You should be able to highlight the hung application and end task from there ? 

If all else fails shut down and restart ? Does it reappear or is this the first time it has shown up ?

 

Looks like it could be one of those malicious programs that claims to have found issues and wants to clean them up then really installs a virus that locks things up and demands money.

Any time you see something suspicious like this best to kill it from windows task manager instead of clicking on any part of it even if it has a red X to close it in my opinion.
