It does not, it is actually frequently sold as a caffeine-free drink. Liquorice contains the natural sweetener glycyrrhizin, whose main side effect is oedema, although tachycardia is a less common side effect, probably depends on the person, and you'd need to eat a lot of the stuff over several days or weeks to see such side effects. I think it's because Coke contains both liquorice and caffeine that it got associated with it. You can also find deglycyrrhizined liquorice. Liquorice is quite popular in the Netherlands and Scandinavia, with sweet, salty or even pepper versions, and these guys palpitate just fine... ;)

My favorite is called "cachou" and is from my home town. It has acacia and mastic gum, poplar (like cottonwood) charcoal powder, iris root powder, liquorice, and some mint to make these tiny square tablets very strong.

I can still drink Turkish coffee just fine in the evening, but I rarely drink it, and I usually can't sleep with coffee after 4PM.
