There are versions that allow for non updating, enterprise for example meant for companies that can't or won't want to update but it's not going to be free like Windows 10 home or pro.

Just speculating here Windows I think would offer a time frame and maybe a download management tool for updates. Something like current options for auto update but maybe a little more strict if not done in 30 or 60 days.
