That wrench is a British Whitworth size. The wrench sizes make no sense because Whitworth measures the bolt diameter, not the "across-flats" dimension.

Leave it to the British to make something so darn convoluted. Put that right up there with Lucas electrical components.

Craftsman Whitworth wrenches are pretty rare and bring decent money on eBay. If you don't have an old Triumph motorcycle around, put it up and see what you get.
