Iowa law dictates both landowners are respondsible for their half. I think there is an exception for subdivisions who border farms. I had to put in a 1/4 mile of fence several years ago for my renting neighbor who runs cattle (I don't). This was not pasture, just cornstalk ground. Landowner neighbor called me and asked me to put in my end as they had done the other 1/4 mile of their end several years earlier. Law requires at least a 3 barb or maybe 4 barb wire. When looking at the fence from my side, I am respondsible for the right hand side unless otherwise noted in the abstract. Township trustees are to enforce this law. Most fences in our area are gone if the land is crop ground. Quite a few cattle guys just run hot wires if the neighbors fences are bad on permanent pasture, just to keep the neighbor from having to spend a lot of money if he/she does not have livestock.
