Thanks Omar.  That is not what I wanted to read but that is where my search appeared to be headed.

I had done as you suggested and printed it on 11x14" paper, well actually 11x17" paper but Excel would not give me the 17" option.

The density/population looks identical as when printed on 8.5x11" paper.

Your other idea would probably work, I'm pushing a dead line.  I may play a little with making the cells larger also and narrowing the focus of my map.  I will investigate whether the "population" is X/cell or X/inch.  IF it is X/cell then maybe I can print the map on four sheets of paper.

I have spent too much time trying to take a short cut.  I have FarmWorks software on a computer on the shelf.  I would have fired that up but it does not have my printer software installed and the HD is about full. 

I have a few other options with online county planning maps and a couple of others.
