It looks like something spoofing a real antivirus program and loading fake windows.
As soon as you have the window wanting money that seals it.

You might get away with just using system restore as far back as possible if it hasn't disabled it.
Some are not that serious and can simple be un-installed in control panel. 
It could even be a browser add-on which has piggybacked with something else.
