They have to bond enough money to decommission a small % of the total number of towers built.  When the whole thing folds there won't be enough money to begin decommissioning the entire farm.  Much like the oil and gas producers in Oklahoma, they only have to be bonded for enough money to plug a single well, regardless of how many wells they are operating.
