It could be the pump cycling on and off, also. The well down atmy daughters was doing that forsome time until we pulled the pump and found that there was a wear hole in the side of the pipe. It would allow pressure to bleed off almost as quickly as it built up, and then turn on again. The wire going down to he pump was also worn and not far from breaking. We wound up replacing both.....
