You can get the complete meters or you can rebuild your meters with all the Precision goodies. Buying new meters vs rebuilding yours you will get new bearing, belt housing, meter black plastic cover, belt drive wheel,and belt idle wheel. I have the meters on sale for $170/row and if you rebuild your it would be about $115 and I would get them tested especially after rebuilding them to make sure they are set right but with a finger meter the should be tested every year also.
If it where my planter I would go with the vSet vacuum meters. They are a lot better performance and don't require much maintenance at all. The finger meters should have a new brush every year $10 and will need new finger every 5-10 years $35 a new seed belt every 3 years $14. Precision sell all the stuff needed to put the vacuum system on your planter.
