You could record a macro to automatically make all the changes.
But the way I do it is to have a blank master page already formatted in a target file. Then I copy the downloaded report, and "paste special" (text only) into my formatted page. I already have all my headings etc, so all I copy is the actual data. You have to watch for when they change the column order but my experience is that doesn't happen often.
